Recommended Service Scenarios

Scenarios for Tarrant County communities with identified transit needs were developed to reflect different mixes of local and regional service. As the focus of this study was determining service needs outside of existing transit and shared mobility service areas, the needs assessment did not include areas presently served by Trinity Metro and Arlington Via.

Scenario 1 addresses all identified high, medium, and low regional service needs, but only the highest identified local service needs. Scenario 3 addresses all identified high, medium, and low local service needs and only the highest identified regional service needs. Scenario 2 is a blend that addresses high and medium service needs for both local and regional services. Across all scenarios, the transit corridor projects proposed in Mobility 2045, our region's long-range transportation plan, were used as context.

Scenario Service Mix Assumptions


Scenario 1 Service Expansion

This scenario reflects a high investment in regional service, and thus includes all proposed new regional routes. The highest identified local service needs are also included in this scenario (on-demand service).

Scenario 2 Service Expansion

This scenario reflects moderate expansion for both regional and local service. The Mansfield-Centreport regional route is eliminated to allocate more budget resources towards local service. As a result, on-demand service is expanded beyond what was proposed in Scenario 1, including modest fixed-route service expansion in the highest-density areas adjacent to Trinity Metro's service area.

Scenario 3 Service Expansion

This scenario reflects more significant local service expansion and less regional service expansion. The Mansfield-Centreport and Keller-DFW regional routes are eliminated, and local service includes the same coverage as in Scenario 2 with additional fixed-route service expansion in some communities.

Scenario Evaluation

To understand potential trade-offs resulting from each scenario's mix of local and regional service expansion, three performance metrics were considered to measure potential benefits of transit service for Tarrant County residents and workers. All performance measures include additional analyses of impacts to minority and low-income populations.
