Section 1: Project Overview
This project will look at ways to make Fourth Plain Blvd and Fort Vancouver Way safer for community members regardless of how they choose to travel.
This project is part of the Vancouver Moves program – a citywide initiative to increase safety and mobility for all community members regardless of how they travel.
The City is studying ways to improve safety, mobility, and comfort for people moving on both Fourth Plain Blvd (from F Street east to Andresen) and Fort Vancouver Way (from Fourth Plain to Mill Plain). These roads have a history of safety problems for all users, and are not comfortable roads for people to walk, ride a bike, use a mobility device, or use transit.
To do this, the City is engaging community members to develop a vision for how future investments can improve travel for all users of the transportation system, whether you drive, walk, bike, use a mobility device, ride transit, or deliver freight within the City.

Section 1: Project Overview
What will the project do?
The City is studying ways to improve safety, mobility, and comfort for people moving on both Fourth Plain Blvd (from F Street east to Andresen) and Fort Vancouver Way (from Fourth Plain to Mill Plain). These roads have a history of safety problems for all users, and are not comfortable roads for people to walk, ride a bike, use a mobility device, or use transit.
Improvements may include:
- Repairing potholes and repaving the roads
- Intersection crossing enhancements and improved signal timing so that vehicle traffic flows better
- Improved conditions for people walking, biking, using mobility devices, or taking the bus, like sidewalks and bike lanes
- Potential changes to roadway lanes, called “lane reconfigurations,” that change the amount of roadway space for driving to make it safer for people walking, cycling, or using the bus.
The Safety and Mobility Project will also include extensive technical analysis to gain a deeper understanding of transportation needs in these corridors. The development of potential solutions will be based on what we learn from conversations with the community and this analysis.
Construction Timeline
Repaving and corridor improvements to Fourth Plain Blvd and Fort Vancouver Way are planned to occur in two separate construction phases (see map below):
Project Construction Phases for the corridors
Phase 1: West Corridor (2023) The first phase of the repaving, safety upgrades, and potential lane reconfigurations will occur on the road segments of Fourth Plain Blvd (F Street to Fort Vancouver Way) and Fort Vancouver Way (Fourth Plain Blvd to Mill Plain Blvd). These segments are planned to be repaved in 2023.
Phase 2: East Corridor (2024) The second phase of the repaving, safety upgrades, and potential lane reconfigurations will occur on the road segment of Fourth Plain Blvd between Fort Vancouver Way and Andresen Road. This segment is planned to be repaved in 2024.

Section 2: Draft Evaluation Framework
The Evaluation Framework will be used to assess potential safety and mobility improvements to the Fourth Plain Blvd and Fort Vancouver Way corridors based on goals and findings from prior plans.
These prior plans include the Transportation System Safety Analysis (TSSA)(2018), Fourth Plain Forward Pedestrian Safety and Access Implementation Strategy (2017), the Fourth Plain Forward Action Plan (2015), the City’s Complete Streets Policy (2017), and ongoing Vancouver Moves projects. Each potential improvement in the corridor will be evaluated based on how well each project meets the following criteria.
The evaluation criteria in the table above will inform decision-making about each project proposed.
Based on the discussion in the Fourth Plain Blvd Public Engagement Plan and the City’s Equity Index, this evaluation framework defines equity populations as:
- People who have low-incomes or belong to a racial or ethnic minority group
- Households that speak English less than “very well”, including Spanish and Russian speaking communities along the corridor
- People living with a disability, including those who use mobility devices and people with low vision and/or hearing
- Households without access to a personal vehicle, who depend on public transportation, walking, using a mobility device, or bicycling to meet their daily needs
- Households with children
- Other equity populations that have been historically underserved by transportation investments, including people of color, homeless and/or houseless individuals, youth (<18), older adults (65+), LGBTQ communities, refugees, persons who are unemployed or experiencing financial hardship, and people with limited access to economic opportunities (for reasons such as immigration status, educational attainment, disability, health limitations, or otherwise)
- People who rent their home

4. Next Steps
Throughout the summer, the City will conduct both in-person and online outreach to reach people who live, work, play, or go to school on Fourth Plain Blvd and Fort Vancouver Way. The City will also conduct direct outreach in the corridor with local businesses, students, and transit riders. The City is committed to gathering broad community feedback to understand how project improvements can best serve everyone who drives, walks, bikes, or uses a mobility device along the corridors.
