Introduction
Florence County voters approved a one-cent ($0.01) sales tax for capital improvement projects on November 3, 2020. This is referred to as the “Third Penny Sales Tax,” as it is the third time voters have approved such a tax. The Third Penny is anticipated to generate over $140 million for capital projects throughout Florence County over seven years; with $40 million of the tax specifically programmed to fund intersection and street improvement projects within the City of Florence. Projects Overview
With current construction prices having increased 17.5% annually since 2019 due to the pandemic and supply chain issues, the City of Florence is working creatively with its consultants and contractors to accomplish the project list. The Third Penny Sales Tax outlined over 170 streets and 4 intersections within the City of Florence that are anticipated for roadway improvements. The City has developed a review process that is being used to identify roadways to package together for construction. The majority of projects focus on resurfacing streets. Four intersection improvement projects are also being advanced; these include pedestrian safety and mobility enhancements. Additionally, several projects include multimodal improvements to calm traffic and provide safer walking and bicycling conditions.
