WHAT IS THE TRANSPORTATION IMPROVEMENT PROGRAM?

The Transportation Improvement Program (TIP) is the region’s four-year capital improvements program for road projects, bicycle and pedestrian facilities, transit, and other transportation enhancements in mid-Michigan’s Clinton, Eaton, and Ingham counties.

Using the goals and objectives identified in the region’s  Metropolitan Transportation Plan (MTP) , the TIP plans for the implementation of specific transportation projects that will address the needs or gaps in our existing transportation system.  As it only includes projects that have confirmed funding sources (also known as “fiscally constrained”) the TIP follows a Fiscal Year (FY) schedule. This means that the FY 2026-2029 TIP will take effect on October 1, 2025 and will include projects planned through the end of September 2029. 

The projects included in this map will be scored and sent on to our  Capital Area Regional Transportation Study (CARTS) Technical Committee  for review. Qualifying projects will then be nominated for inclusion in the FY 2026-2029 Transportation Improvement Program. To learn more about project details and funding codes,  click here . Projects were scored using the approved scoring criteria in the  FY 2026-2029  Transportation Improvement Program Project Application Guidance .
