Access to chilled drinking water is a fundamental need that is essential for maintaining overall health and wellbeing. This project aims to expand access to chilled drinking water in high-density, walkable areas of Downtown Phoenix.
Who We Are
The Office of Innovation partners with residents, City departments, and local and national organizations to advance solutions to some of our City’s most pressing challenges, championing the strategic use of data to deliver effective, efficient and equitable impacts for the City and its diverse communities.

To create a sustainable network of chilled drinking water stations in multimodal, high-density areas of the City, adapting innovative technologies to respond to rising urban temperatures.

To support a sustainable city by increasing equitable access to chilled drinking water in Phoenix.
Our Work So Far
In early 2023, the City’s Office of Innovation partnered with Downtown Phoenix Inc., as well as the Water Services and Public Works Departments to design and deploy a pilot initiative focused on access to public drinking water in priority locations, focusing in the downtown area with the goal to expand throughout the City.
The project aims to
- Take a data-driven, human centered approach to better understanding the challenge
- Represent the needs of key stakeholders selecting the locations
- Identify the right technology
- Create a sustainable model that can be scaled in the future
The Network
This project is in its Pilot Phase. We have used data and community input to identify the first two locations in Downtown Phoenix, with the goal of evaluating and learning to expand the network across the City.
