Rijkswaterstaat is the executive agency of the Netherlands Ministry of Infrastructure and Water Management. The agency contributed to the funding of the project, owned and operated the bird radars used for the project, and provided access to bird radar data. The radars were developed by Robin Radar Systems.

Gemini Offshore Wind Park contributed to the funding of the project and provided access to bird radar data.

Researchers from Waardenburg Ecology ecological research and consultancy firm provided radar data, were members of the user committee and provided expert knowledge especially regarding data quality and functioning of Robin Radars.
