Rathmichael Local Area Plan

What is a Local Area Plan?

Dún Laoghaire-Rathdown County Council (dlr) intends to begin the process of preparing a Local Area Plan for the Rathmichael area.

This begins with the pre-draft stage.

A Local Area Plan (LAP) is a statutory document prepared by the Local Authority in accordance with the requirements of the   Planning and Development Act 2000   (as amended). The LAP will consist of a suite of policies and objectives to guide the development of the area for a period of 6 years. As set out in the Act, a local area plan may be prepared for:

“those areas which require economic, physical and social renewal and for areas likely to be subject to large scale development within the lifetime of the plan”. 

“Local Area Plans are intended to provide more detailed planning policies for areas that are expected to experience significant development and change.” 

Chapter 2 of the  Dún Laoghaire-Rathdown County Development Plan, 2022-2028  lists Rathmichael as an area for which a local area plan is to be prepared.

Rathmichael is identified as a 'new residential community' in the Core Strategy in the  County Development Plan 2022-2028

What are the key issues?

The  Pre-Draft Issues Paper  gives a broad overview of the existing situation, opportunities and challenges in the area. It poses a series of questions under a number of topics to prompt ideas on the type of issues that the Draft Plan should address.

The topics considered in the Issues Paper include:

  • Climate Action
  • Rathmichael – A sustainable residential community
  • Sustainable Movement and Transport
  • Social Community and Cultural Development
  • Parks, Open Space and Recreation 
  • Heritage and Conservation
  • Infrastructure and Utilities 

Public Consultation

Public consultation is the foundation of the plan-making process. The pre-draft stage is an important opportunity for meaningful engagement to discuss the main issues before a formal draft of a plan for the area is prepared. dlr encourages all interested parties make a submission. The consultation process is set out below:

Pre-Draft Public Consultation:

Consultation Commences 4th April 2025

The consultation period runs from 4th April to the 9th May 2025. Two public information ‘Drop-in' days will take place at Stonebridge Community Facility, Stonebridge Road, Shankill, D18 FH04 on the Thursday 10th April from 4pm to 8pm and Thursday 1st May from 4pm to 8pm.

Submissions / Observations

Submissions / observations may be made in writing during the 5 - week consultation period, either   online  or by post to:

Consultation ends: Thursday, 9th May 2025

All submissions / observations must be made no later than the 9th May 2025. Late submissions / observations will not be accepted.

What happens next?

The Chief Executive of dlr will prepare a report on issues raised in submissions / observations received and make recommendations as required. 

Following this Pre-Draft public consultation stage, the Council will commence the preparation of the Draft Plan. 

The preparation of the Draft Plan will take into consideration the submissions made during the Pre-Draft Public Consultation period.
