What is the Opal Creek Promise Grant?

Since the Upper North Santiam Canyon was designated as the Opal Creek Wilderness and Scenic Recreation Area in 1996, the community has worked tirelessly to get  economic support for local communities. After nearly three decades:

The United States Forest Service is now delivering on its promise to give the Santiam Canyon community $15 million to invest in economic growth and prosperity. This is an exciting and promising opportunity to keep working together for community-led recovery.

There is a long history on Opal Creek in the North Santiam Canyon, spanning nearly three decades. Look through the timeline below to follow the story of the Opal Creek Promise:

1882

J.D. Hiatt and Gyp Meyers established the  first saw mill  in the Santiam Canyon near Lyons as railroads expanded into rural Marion County, beginning a long history of logging and forestry in the Santiam Canyon.

1996

The Omnibus Parks and Public Lands Management Act designates 37,500 acres of timberland as the Opal Creek Wilderness and Scenic Recreation Area. As part of this legislation,  the US Forest Service promises $15 million  to fund economic development due to the loss of timber revenue in the North Santiam Canyon.

2000

The State of Oregon completes and submits an  Economic Opportunity Plan  detailing uses for the Opal Creek Promise funds to the USDA. Local, state, and federal leaders along with Governor Kitzhaber advocate for implementation, but the funds do not materialize.

2015

Governor Brown resubmits an updated  Economic Opportunity Plan  to the USDA with the goal of securing the $15 million of the Opal Creek Promise, but it fails to receive the allocated funds.

2020

The Lionshead and Beachie Creek Wildfires devastate the Santiam Canyon, heavily damaging public and private lands, destroying properties, and displacing thousands of residents.

2021

Marion County, in partnership with Business Oregon, submit another funding request for the $15 million allocated by the Opal Creek Promise and are allocated a first $2 million payment.

2023

A second $1 million is allocated for Marion County to invest in economic development in the Santiam Canyon, followed by the remaining $12 million to fulfill the the US Forest Service’s commitment through the Opal Creek Wilderness Economic Grant Program.

$3 million has now been earmarked for the Santiam Rail Trail and community planning. That work is underway. In the next few months the County will decide how to spend the remaining $12 million. This funding can be spent on projects owned and operated by government agencies or non-profit community organizations on:

Construction Projects - $8.4 Million

These funds can be used to rebuild campgrounds, trails, and recreational facilities, infrastructure in communities, and other physical projects that support economic growth and stability. Construction funds must be spent by 2033.

Non-Construction Projects - $3.6 Million

These funds will be used to provide community support and assistance, providing programs and services and supporting community well-being. These dollars must be spent by 2028.

Where Does it Apply?

The eligible area for the Opal Creek Promise Grant is the 670 square mile area lying within Marion and Linn Counties above River Mile 37. This encompasses the communities of Lyons, Mill City, Gates, Detroit, and Idanha, as well as smaller communities like Mehama, Breitenbush, Niagara, Elkhorn, Fox Valley, and Marion Forks.

What comes next?

The Marion County Commissioners are excited to review the responses to the survey to understand what is important to residents and people who care about the Opal Creek Wilderness and the North Santiam Canyon. They will develop an Implementation Plan for the $12 million federal funding by Summer 2024.
